The Gestapo portrayed forms of psychological coercion more than it did physical relying more on threats than actual violence. Hitler grew to rely on he Gestapo and their work as the idea of being sent to these concentration camps â€Å"enforced the message that an individual should be totally loyal to the state. â€Å"8 The sheer f ear factor of the Gestapo lead to many German people becoming ‘informers' and giving up information on people in the area who were against Nazi ideology.In fact, â€Å"the Gestapo relied on the active cooperation of the German people. â€Å"9 Because despite â€Å"Its fearsome reputation, the Gestapo was not particularly large. â€Å"l O With â€Å"major areas such as Frankfurt, Hannover and Bremen having under 50 officers each† 1 1 This suggests that psychological coercion was key in helping Hitler maintain power, as Hitler and the Nazi party were able to control the German citizens as they had installed so much fear into them that they were tricked into believing the Gestapo were everywhere.However it could be argued that the German citizens may have had more of an idea that so little Gestapo were really in their towns than first believed which means that rather than spilling information on local ‘enemies of the state' due to fear they did it as they were in support of Nazi ideology and rather it was their ideology that proved to be he key factor in Hitler maintaining power, not coercion. Hitler furthered his coercion tactics during his reign as chancellor creating concentration camps in which Hitler disposed enemies of the state. Here they were â€Å"consigned to an uncertain fate. 1 2 Hitler presented these camps as â€Å"educative institutions that provided a correction and a warning†1 3 The camps were used as a tactic to scare German civilians into complying with the Nazis rule they were undoubtedly ‘successful' in removing any enemies that Hitler believed posed a threat to his party with â€Å"Jews, trade union leaders, socialists and unionists†14 all given a â€Å"promise of savage brutality. â€Å"1 5 With any political opposition unable to gather enough support, due to the majority of them being hidden away in these camps, Hitler never had to worry that he may be voted out of power by the German public.Wi th little opposition, particularly politically, the people of Germany would have become ‘use' to this way of living, fearing that if they did speak out against the regime they would be sent to these camps where they would be â€Å"beaten, tortured, starved and often murdered† 16 This use of terror, a tactic which he himself admitted was â€Å"the cost effective instrument†17 was a clear example of coercion and without it Hitter's position as chancellor may not have been as stable as it showed to be during his time in power.

I. Programs Bridges Learning System: This program uses five step processes involving submit, evaluate, outline, extend, success to develop the students aptitudes and talents that are very important in the classroom through evaluating test results and constructing a profile each student skills and abilities. Cognitively-Guided Instruction (CGI): This model is a product of research of students thinking that teachers able to restructure their knowledge and understanding to what the students need. This done through direct-modeling actions, reasoning to the problem, and moving to other strategies that are needed for the improvement of the students (Carpenter, 2003). Four Blocks Literacy: The four blocks represents four different approaches to directed comprehension, self-selected comprehension, inscription and working with terms. Through this students don’t just learn, at the same time they provided with the needed instruction according to the personality of the student. These blocks are multi-level depending on the performance and needs of the student (Cunningham, 1989). Spalding Method: This method is a total language arts approach in spelling, writing, listening and reading comprehensions. This approach is very effective to both regular and special education (Christie, 2000). II. Curriculum Development and Instructional Strategies. Cooperative Learning: Through optimistic interdependence, driven interaction, and personal responsibility, mutual efforts could be a useful tool to promote the groups’ objectives and success rather than viable and personal efforts (Stefl-Mabry & Powers, 2005). Direct Instruction: Learning is hastened up through comprehensive presentations, ruling out misconceptions, and assisting generalizations. Students are properly monitored to evaluate the performance, periodically assessed for perceptions and immediately corrected for their errors (Oregon, 2003). Mastery Learning: Learning is centered on the methods of mastering rather than the content but it works best with the conventional substance-centered curriculum through distinct objectives and varieties of instructional techniques and suitable series of results (University, 2004). Modeling Instruction: This method of instruction is done through creating scientific models and providing primary theoretical apparatus for modeling intended to appreciate the physical world and to familiarize and develop the students’ insights on how scientific knowledge fits with the real world (Wells & Hestenes, 2003). These programs, curriculum and instructional instructions are developed and evaluated by Arizona K-12 Center’s Technical Review Council and found to be effective in meeting the instructional and educational needs of diverse student population. Apabila sudah muncul filem `bersuara` kita dapati sudah ada filem terbitan Timur Tengah ke negara ini terutama Mesir, sekali gus menyaksikan kemunculan pelakon terkenalnya seperti Mohd Abdul Wahab dan Ummi Kalthum. Mohd Abdul Wahab misalnya, terkenal dengan lagunya yang merdu. Akibat dua kali berlakunya Perang Dunia, terlalu ramai orang muda berusia 18-35 tahun terkorban sehinggakan di Barat wujud situasi bilangan wanita muda jauh mengatasi lelaki. Maka itu dikatakan Barat yang dulunya juga punya moral tinggi serta mengamal puritisme, mula sedikit demi sedikit berubah corak kepada liberalisme dan memuncak kepada pergaulan bebas serta amalan seks bebas. Keadaan demikian mempengaruhi corak hiburan termasuklah pelakon dalam hiburan melalui teater dan perfileman. Dan muncullah bintang filem yang memberi penekanan kepada simbol seks seperti Marilyn Monroe, Elizabeth Taylor, Brigitte Bardott dan Gina Lollobrigida. Pada era 1950-an dan 60-an, filem melonjakkan mereka ini sebagai simbol seks, baik dalam atau luar filem dan pementasan. Bagi Elizabeth Taylor, kemuncak lakonannya adalah sebagai Cleopatra bergandingan dengan Richard Burton dalam filem bertajuk sama. Marilyn Monroe pula membuat persembahan ghairah dalam filem Seven-Year Itch. Bagi pelakon lelaki handalan termasuklah Richard Widkmark, Cary Grant, John Wayne dan Rock Hudson. Disebabkan bahang Perang Dunia Kedua pada masa itu masih dirasai berdekad selepas tahun 1940-an, maka filem bercorak perang muncul dengan prolifik pada masa itu. Tajuk seperti Battle of Britain, The Longest Day, Battle of the Bulge, All Quiet on the Western Front, A Bridge Too Far, Saving Private Ryan dan Sands of Iwo Jima dianggap sebagai blockbuster hinggalah kurun ke-21. Di Malaysia, filem Leftenan Adnan berupa satu percubaan penonjolan sejarah keberanian seorang pejuang patriotik pada masa Perang Dunia Kedua di mana tentera kita mempertahankan habis-habisan kemaraan tentera Jepun di Singapura. Kalau kita menonton filem dokumentari berjudul The Rising Sun Over Malaya yang ditayangkan di saluran History (Astro) pada 15 Februari lalu, kita dapat lihat betapa bengis dan zalimnya tentera Jepun pada masa itu di bawah pimpinan Jeneral Yamashita. Kenapakah kita tidak meneruskan penerbitan filem sejarah mempertahankan tanah air yang boleh menyemarakkan lagi semangat patriotisme kita? Kerajaan atau syarikat GLC yang kaya raya patut diseru supaya menaja pembikinan filem seperti ini. Sekual kepada Perang Dunia berlaku pula pertembungan dua ideologi kuasa besar yang mana bentuk demokrasi didokong NATO yang dipenghulukan Amerika Syarikat, manakala komunisme (Marxism-Leninism) menjadi hak kepunyaan Soviet Union. Maka terjadilah apa disebut Perang Dingin atau Cold War yang memperlihatkan dua pihak mengumpul ‘arsenal nuclear’ untuk dihalakan terhadap blok masing-masing. Dalam era ini, kegiatan intip-mengintip atau risikan menjadi ramuan wajib bagi kedua-dua pihak. Gejala ini berjangkit pula kepada pembikinan filem. Timbullah siri filem James Bond (Sean Connery sebagai ikon filem risikan), The Saint (Roger Moore), Man from Uncle, CIA, FBI dan MI-5. Tetapi disebabkan pembikin filem tergolong dalam satu blok sama dari segi ideologinya, maka hampir semua penghujung filem itu memihak kepada negara blok itu saja. Pihak yang satu lagi itu digambarkan sebagai jahat serta pengacau dan sentiasa kalah! Sebagai mencerminkan kekuatan Amerika maka terbitlah juga filem seperti The West Wing, Raids on Entebbe dan banyak lagi untuk propaganda Amerika. The West Wing misalnya cuba menonjolkan kekuatan dan kehebatan Amerika Syarikat. Selain itu, CIA turut digambarkan dalam filem dengan peranannya menghala terhadap Islam. Dari itu orang Arab/Islam turut menjadi `perencah` dalam banyak filem dan mencerminkan kononnya apa juga kejahatan serta keganasan berpunca daripada mereka ini. Gejala menyalahkan orang Islam dalam filem wujud sebelum peristiwa 11 September 2001 atau 9/11. Tetapi pasca 9/11 menyemarakkan lagi aspek Islamaphobia di Barat. industri perfileman Hong Kong dan Hindi (Bollywood ) juga berkembang pesat. Siapa tidak kenal Bruce Lee yang mempopularkan seni pertahanan kungfu dan bintang Bollywood Amitabh Bachchan, Seri Devi, Ashwariya, Shusmita Shen dan Shah Rukh Khan. Jika sebelum ini filem dianggap mencerminkan sedikit sebanyak landskap politik global, ada juga menggambarkan filem untuk `pertembungan pendirian`, iaitu antara seorang penerbit dan pengarah dengan yang lain seperti ditonjolkan dalam filem Schindlers` List dan Passion of Christ . Ini dibayangkan juga dalam lagu gubahannya, Di Manakan Kucari Ganti. Cuma bezanya pada masa dulu mereka disebut `bintang filem` atau seniman tetapi sekarang artis. Kalaulah P Ramlee hidup pada zaman ini ketika peralatan penerbitan filem begitu canggih dan digital, nescaya beliau lebih hebat lagi daripada Stephen Spielberg. Politik dunia tidak mempengaruhi genre filem Melayu secara langsung. Akan tetapi akibat Perang Dunia Kedua, kemudian pemerintahan tentera Jepun membuatkan masyarakat di rantau ini miskin, porak peranda dan tidak keruan. Ini dicerminkan dalam filem P Ramlee seperti Penarik Beca dan Ibu Mertuaku. Ada kecenderungan untuk memfokus kepada kepatuhan akan hukum-hukum Allah (Semerah Padi) dengan merujuk Undang-Undang Laut Melaka Abad ke-15 dan pengaruh Timor Tengah (Ali Baba Bujang Lapok dan Ahmad Albab) dari segi budaya. Undang-undang Laut Melaka mencerminkan ketegasan Syariah Islam. Filem seperti ini patut ditayangkan berulang kali dilayar perak mahu pun di TV kerana selain aspek perundangan Islam ia juga khazanah seni lakonan dan budaya kita yang patut menjadi contoh kepada generasi baru. Pendekatan banyak filem Melayu, sama ada diterbitkan Shaw Brothers ataupun Cathay-Keris sehingga tahun 1970-an boleh dianggap sebagai filem klasik Melayu yang kebanyakannya mengandungi nilai baik untuk dijadikan teladan masyarakat kini. Tak kiralah sama ada filem Melayu ini dianggap terbitan luar negara kerana ia berasal dari Singapura yang dulunya dalam Tanah Melayu. Pokoknya, pendedahan kepada umum patut ada kesinambungannya. Kalau banyak lagu lama atau klasik sering saja boleh berkumandang di radio dan TV, mengapa tidak filem lama atau klasik juga memang boleh diabadikan sebagai warisan seni budaya untuk ditunjukkan kepada generasi sekarang? Kalau suasana politik dunia tidak mempengaruhi genre filem Melayu bagaimana pula suasana politik tempatan. Beranikah kita menerbitkan filem berbaur politik terutama dalam keadaan sekarang, misalnya filem sindiran politik (political satire) walaupun sudah ada percubaan ke arah ini, tetapi itu setakat `siku-siku`saja. Sebabnya, mungkin tak akan ada produser berani menerbitkannya, bimbang tidak boleh ditayangkan di pawagam atau stesen TV takut hendak membelinya? Kecanggihan peralatan dan teknik mengenai pembikinan filem wajar dieksploitasikan industri filem kita. Industri perfileman selaku sumber ekonomi secara global juga memperlihatkan kita kini sudah boleh menonton filem dalam bentuk animasi 3D dan 2D. Soalnya, bolehkah kita bayangkan bentuk wayang gambar menjelang tahun 2020 nanti?

Police and the Use of Excessive Force Essay The use of excessive force by police organizations around the world as a crime control mechanism has been widely criticized and debated for many years. Many ask, what exactly is excessive force? What causes an officer to use excessive force and is it justified? There is much ambiguity when it comes to answering such questions. Your perception will undoubtedly create your expectation and too many times one’s failure to acknowledge, ‘the other side of the story,’ causes a misperception. How big of a role do the media play in portraying police use of excessive force as fair or unnecessary? These are all valid questions that will be addressed in this analysis as well as what is being done to address the situation. We begin with the definition of excessive force as provided by the International Association of Chiefs of Police, â€Å"excessive force is the amount of effort required by police to compel compliance by an unwilling suspect† (Police use of Force, 2009). That is, police will turn to excessive force when an individual has been uncooperative. Some argue that the police’s most defining feature is their capacity to use coercive force (Katz Walker, 2008). Police use of force may include physical force as well as the power to arrest, but most importantly the power to use deadly force. It is important to keep in mind that there are laws set in place to limit the amount of force an officer uses, including excessive force. Such laws have allowed for better policing practices and an improved police/community relationship. Although police use of excessive force still arises from time to time, the number of incidents has dropped dramatically over the years. According to a study done in the years 1999 and 2000 of calls for service, force was used by police in less than one percent of the calls (Police use of Force, 2009). In actuality, the police spend most of their shift serving their community as peacekeepers as  well as helping others. So what drives a sworn police officer to use excessive force? The answer to this question is not a simple one, and rightfully so. Some argue that discrimination, stereotyping and the environment in which a n officer may patrol can contribute to the use of excessive force. People call the police because they want an officer to settle a problem: to arrest someone, to get someone to calm down, or to have someone removed from the home (Katz Walker, 2008). In other words, police are constantly put in volatile situations where the people they are dealing with can become a danger to the officer who is responding to a call and there is no telling what someone might do at any given moment. Often times when an officer has been dispatched to a scene, particularly an altercation, tempers are already flaring and what would normally be a situation calling for a simple mediation performed by the officer can easily escalate to the citizen resisting arrest for fear of going to jail, not knowing that the police is just trying to calm down the individual in order to assist with the situation more accurately. Situations like these are all too common and police can feel very much unappreciated and a sense of disrespect on behalf of those they serve. This frustration often times lead to a small number of officers easily losing their temper when confronting citizens in future instances. It must be pointed out that such instances are rare, but still do a rise from time to time. As a retired police lieutenant reflecting on his career put it, ‘The majority of cops were good, hardworking, conscientious individuals. They cared, and they wanted to do a good job. But there were enough cops—not one rotten apple, but several rotten apples—to give law enforcement the taint it had received’ ((Retired), 2000). The media, which include movies, television shows, and news organizations, have a lot of power when it comes to portraying the police as good or evil. Given the considerable ambiguity that surrounds the issue, whether police use of force is presented as police brutality and whether brutality is understood as a problem depend greatly upon which voices and views the media emphasize (Lawrence, 2000). It is the media who determine what the general public learns about street cops’ daily experience with criminals and the underclass, as well as what the middle-class public learns about other groups’ experiences with police (Lawrence, 2000). A perfect example is the famous reality television program, ‘Cops,’ where camera crews  participate in ride-along a ssignments and capture real life drama from the police officer’s viewpoint. News headlines are one of the most, if not the most, influential media forms influencing public opinion and attitude towards law enforcement. As the lawyer for a Miami policeman acquitted in the shooting death of a black motorcyclist—an acquittal that touched off days of rioting—indignantly told reporters, â€Å"If the headlines read, ‘Twice-convicted drug dealer shot while trying to run over officer,’ there wouldn’t have been any riots† (Lawrence, 2000). So the question arises, what is being done to address the situation with police use of excessive force? History has shown that policing systems and strategies can and do change. One way the situation has been dealt with in recent years is with the creation of local citizen oversight groups where complaints by citizens are reviewed to determine whether the action taken by the officer towards the individual filing the complaint was caused by a lack of policy, or a bad policy, on behalf of the police department in which case a recommendation for a new policy is sent to the department. Another way that police departments are dealing with the situation is by mounting video recorders on patrol cars as well as working with the local media and using them as a way of checks and balances. There is also the case for higher education for police officers. The subject matter of higher education as a requirement for police officers is a hot debate topic today. The Importance Of Determining A Plant Location The location of a plant or facility is the geographical positioning of an operation relative to the input resources and other operations or customers with which it interacts. Andrew Greasly (2003) identified three main reasons why a location decision is required. The first reason is that a new company has been created and needs a facility to manufacture products or deliver a service to its customers. The second reason is that there is a decision to relocate an existing business due to a number of factors such as the need for larger premises or to be closer to a particular customer base. The third reason is relocate into new premises in order to expand operations. Decisions with regards to where an organisation can locate its plant or facility are not taken often, however they still tend to be very important for the firms profitability and long-term survival. An organisation which chooses an inappropriate location for its premises could suffer from a number of factors, and would find it difficult and expensive to relocate. Location decisions tend to be taken more often for service operations than manufacturing facilities. Facilities for service related businesses are usually smaller in size, less costly, and are located in a location that is convenient and easily accessible to customers (Russell and Taylor, 2003). When deciding where to locate a manufacturing facility different reasons apply, such as the cost of constructing a plant or factory. Although the most imporant factor for a service related business is access to customers, a set of different criteria are important for a manufacturing facility (Russell and Taylor, 2003). These include the nature of the labor force, proximity to suppliers and other markets, distribution and transportation costs, the availability of energy and its cost, community infrastructure, government regualtions and taxes, amongst others (Russell and Taylor, 2003). Location Strategy The facilities location problem is one of major importance in all types of business. It is important to notice the different problems that may arise whilst trying to choose a suitable location. Normally, the decision on siting proceeds in two stages: in the first, the general area is chosen; and then a detailed survey of that area is carried out to find suitable sites where the plant or facility could be located (Muhlemann, Oakland and Lockyer, 1992). However, the final decision as to where to locate a facility is made by taking into consideration more detailed requirements. The following are a number of factors which might influence the choice of location (Muhlemann, Oakland and Lockyer, 1992). Proximity to market: organisations may wish to locate their facility close to their market, to be able to lower transportation costs, and most importantly, to be able to provide their customers with a better service. If the plant or facility is located close to the customer, the organisation would be in a better position to provide just-in-time delivery, to respond to fluctuations in demand and to react to field or service problems. Availability of labour and skills: a number of geographical areas have traditional skills but it is very difficult for an organisation to find a location which has the appropriate skilled and unskilled labour, both readily available and in the desired quantities. Even so, new skills can be tought, processes simplified and key personnel moved from one area to another. Availability of amenities: organisations would prefer to locate their facilities in a location which provides good external amenities such as housing, shops, community services and communication systems. Availability of inputs: a location which is near main suppliers will help to reduce cost and allow staff to meet suppliers easily to discuss quality, technical or delivery problems, amongst others. It is also important that certain supplies which are expensive or difficult to procure by transport should be readily available in the locality. Availability of services: there are six main services which need to be considered whilst a location is being chosen namely; gas and electricity, water, drainage, disposal of waste and communications. An assessment must be made of the requirements for these, and a location which provides most or all of these services will be more attractive than another which does not. Room for expansion: organisations should leave room for expansion within the chosen location unless long term forecast convey very accurately that the plant will never have to be altered or expanded. This is often not the case and thus adequate room for expansion should be allowed. Safety requirements: certain production and manufacturing units may present potential hazards to the surrounding neighbourhood. For example certain plants such as nuclear power stations and chemical factories should be located in remote areas. Site cost: the cost of the site is a very important factor, however it is necessary to prevent immediate benefit from jeopardising the long-term plans of an organisation. Political, cultural and economic situation: it is also important to consider the political situation of potential locations. Even if other considerations demand a particular site, knowledge of the political, cultural and economic difficulties can assist in taking a number of decisions. Special grants, regional taxes and import/export barriers: it is often advantegous for an organisation to build its plant or facility in a location where the government and local authorities often offer special grants, low-interest loans, low rental or taxes and other grants. Location Selection Techniques The location selection process involves the identification of a suitable region/country, the indentification of an appropriate area within that region and finally comparing and selecting a site from that area which is suitable for an organisation. The following are a number of analytical techniques from the several that have been developed to assist firms when choosing a location. Weighted Score The weithed scoring technique tries to take a range of considerations into account, including cost (Greasly, 2006). This technique, which is also referred to as factor rating, consists of determining a list of factors that are relevant to the location decision. Each factor is then given a weighting that conveys its importance compared with the other factors. Each location is then scored on each factor and this score is multiplied by the factor value. The alternative with the highest score is then chosen (Greasly, 2006). Locational Break-Even Analysis This technique makes use of cost-volume analysis to make an economic comparison of location alternatives. An organisation would have to identify the fixed and variable costs and graphing them for each location, thus determining which one provides the lowest cost. Locational break-even analysis may be carried out mathematically or graphically. The procedure for graphical cost-volume analysis is as follows (Falzon, 2009): Determine the fixed and variable costs for each location. Plot the total cost (i.e. the fixed + the variable) lines for the location alternatives on the graph. Choose the location with the lowest total cost line at the expected production volume level. 2.1.2 Plant Layout According to Andrew Greasly (2007), the layout of a plant or facility is concerned with the physical placement of resources such as equipment and storage facilities, which should be designed to facilitate the efficient flow of customers or materials through the manufacturing or service system. He also noted that the layout design is very important and should be taken very seriously as it can have a significant impact on the cost and efficiency of an operation and can involve substantial investment in time and money. The decisions taken with regards to the facility layout will have a direct influence on how efficiently workers will be able to carry out their jobs, how much and how fast goods can be produced, how difficult it is to automate a system, and how the system in place would be able to respond to any changes with regards to product or service design, product mix, or demand volume (Russell and Taylor, 2003). In many operations the installation of a new layout, or redesign of an existing layout, can be difficult to change once they are implemented due to the significant investment required on items such as equipment. Therefore, it is imperative to make sure that the policy decisions relating to the organisation, method and work flow are made before the facilities are laid out rather than trying to fit these three into the layout. This is an important area of production and operations management since it is dealing with the capital equipment of the organisation which, in general, is difficult to relocate once it has been put into position. Muhlemann, Oakland and Lockyer (1992) explained that the plant layout process is rather complex, which cannot be set down with any finality, and one in which experience plays a great part. The author also explained that it is impossible for an organisation to design the perfect layout, however he discussed a number of criteria which should be followed to design a good layout, namely the following: Maximum Flexibility A good layout should be designed in such a way that modifications could rapidly take place to meet changing circumstances, and thus should be devised with the possible future needs of the operation in mind. Maximum Co-ordination The layout should be designed in such a way that entry into, and disposal from, any department or functional area should be carried out in the most convenient way to the issuing and recieving departments. Maximum use of volume The facility should be considered as cubic devices and maximum use is to be made of the volume available. This principle is useful in stores, where goods can be stored at considerable heights without causing any inconvenience. Maximum visibility The authors further insists that all the workers and materials should be readily observable at all times and that there should be no hidden places into which goods or information might get misplaced and forgotten. Organisations should be careful when they make use of partitioning or screening as these may introduce undesirable segregation which reduces the effective use of floor space. Maximum accessibility The machinery, equipment and other installations should not in any way obstruct the servicing and maintenance points, which should be readily accessible at all times. Obstructing certain service points such as electricity and water mains could hinder the production process in place. Minimum distance and Material handling All movements taking place within the plant should be both necessary and direct. Handling work does add the cost but does not increase the value, thus any unecessary movement should be avoided and if present, eliminated. It is best not to handle the material and information, however if this is necessary it should be reduced to a minimum by making use of appropriate devices. Inherent Safety All processes which might constitute a danger to either the staff or customers should not be accessible to the unauthorised. Fire exists should be clearly marked with uninhibited access and pathways should be clearly defined and uncluttered. Unidirectional Flow All materials which are being used in the production process should always flow in one direction, starting from the storage, passing through all processes and facilities, and finally resulting in the finished product which is later dispatched for storage or sold directly to the customer. Management Coordination Supervision and communication should be assisted by the location of staff and communication equipment in place within the chosen layout. 2.2 Quality Management There is a widespread acceptance that organisations view quality as an important strategic core competence and a vital competitive weapon which should be used to gain a competitive advantage at the expense of rivals. Several organisations have been able to reep a number of benefits, such as substanstial cost savings and higher revenues, after implementing a quality improvement process into their operations. Subsequently, this led them to invest substantial amounts of money yearly on implementing and sustaining quality programmes and intiatives. The American National Standards Institution (ANSI) and the American Society for Quality Control (ASQC) define quality as the totality of features and characteristics of a product or service that bears on its ability to satisfy given needs. Similarily, Feigenbaum (2005), who is an American quality control expert, has defined quality as the total composite product and service characteristics of marketing, engineering, manufacture, and maintenance through which the product and service in use will meet the expectation by the customer. Put simply, this refers to an organisations ability to manufacture a product or deliver a service which satisfy the customers requirements and needs, and which conform to specifications. Muhlemann, Oakland and Lockyer, authors of Production and Operations Management (1992), noted that organisations must be dedicated to the continous improvement of quality and must implement systematic control systems that are designed to prevent the production or delivery of products or services which do not conform to requirements. To facilitate this process, organisations should first set up a quality policy statement which describes their general quality orientation and which is used to assist as a framework for action. Once set up, top management would be required to: ensure that is it understood at all levels of the organisation; identify the needs of the organisations customers; evaluate the organisations ability to meet these needs; make sure that all the materials and services supplied fit the required standards of efficiency and performance; continously train the workforce for quality improvement; assess and monitor the quality management systems in place. 2.2.1 Quality Control and Assurance in the Conversion Process Ray Wild (2002) has noted that the capability of the conversion process directly influences the degree to which the product or service conforms to the given specification. If the conversion process is capable of producing products or services at the specified level, then the products or services are provided at the desired quality level. Once the specification of the output is known and an appropriate process is available, management must ensure that the output will conform to the specification. In order to achieve this objective Ray Wild (2002) has defined three different stages which are outlined in figure 2.1; each discussed below. Figure 2.: The stages, processes and procedures of quality control and assurance Essentials of Operations Management by Ray Wild (2002) Control of Inputs Before accepting any items as inputs, organisations must make sure that they conform to the required specifications and standards. Normally, before items are supplied to an organisation, they are subjected to some form of quality control by the supplier. The organisation might also ask its suppliers for information about the quality of the items whilst they are being prepared, ask for a copy of the final inspection documentation, or ask a third party such as an insurance company to make sure that all the items supplied conform to the required quality standards. Even so, organisations still find the need to inspect the items supplied once they are recieved and before they are inserted into the conversion process. This inspection can be carried out by either inspecting every item recieved from suppliers, or by making use of the acceptance sampling procedure, which consists of taking a random sample from a larger batch or lot of material to be inspected. Organisations might also make use of the vendor rating procedure whereby suppliers are rated by taking into account a number of quality related factors such as the percentage of acceptable items recieved in the past, the quality of the packaging, and the price. Control of Process All manufacturing organisations must make sure that appropriate inspection is carried out during operations to ensure that defective items do not proceed to the next operations, and also to predict when the process is most likely to produce faulty items so that preventive adjustments could be adopted (Ray Wild 2002). The quality control of the production process is facilitated by making use of control charts, which convey whether the process looks as though it is performing as it should, or alternatively if it is going out of control. One of the benefits of this procedure is that it helps management to take action before problems actually take place. Ray Wild (2002) also notes that organisations should establish procedures for the selection and inspection of items which are used in the conversion process, for the recording and analysis of data, scrapping of defectives, and for feedback of information. Control of Outputs Organisations must ensure that the qulity inspection of output items is carried out effectively since any undetected defective items would be passed on to the customer. The inspection of output items is normally carried out by making use of a sampling procedure, such as acceptance sampling, or by carrying out exhaustive checks. Ray Wild (2002) notes that it is vital for an organisation to have in place suitable procedures designed for the collection and retention of inspection data, for the correction, replacement or further examination of defective items, and for the adjustment or modification of either previous inspection or processing operations in order to eliminate the production of defective items. 2.2.2 HACCP Nowadays, the food industry is responsible of producing safe products and also for conveying in a transparent manner how the safety of food is being planned, controlled and assured. In order to do so, organisations in the food industry need a system which will ensure that food operations are designed to be safe and that potential hazards are taken into account (Mitchell, 1992). One such system is the Hazard Analysis of Critical Control Points which is a scientific and systematic method used to assure food safety, and a tool for the development, implementation and management of effective safety assurance procedures (Ropkins and Beck, 2000). The HACCP is known to be one of the best methods used for assuring product safety and is considered as a prerequisite for food manufacturing companies who wish to export their products into international markets. The objective of the HACCP system is to guarantee that the safe production of food by implementing a quality system which covers the complete food production chain, from the promary sector up to the final consuming of the product (Fai Pun and Bhairo-Beekhoo, 2007). It is capable of analysing the potential hazards in a food operation, identifying the points in the operation where the hazards may take place, and deciding which of these may be harmful to consumers (Mitchell, 2002). These points, which are referred to as the critical control points, are continously monitored and remedial action is effected if any of these points are not within safe limits. The HACCP is the system of choice in the management of food safety; one which is highly promoted by the food safety authorities in the United States, Canada and European Union. 2.3 Just-In-Time Scheduling 2.3.1 Scheduling in Manufacturing Decision making with regards to scheduling has become a very important factor in manufacturing as well as in service industries. Scheduling is a decision making process whereby limited resources are allocated to specific tasks over time in order to produce the desired outputs at the desired time (Psarras and Ergazakis, 2003). This process helps organisations to allocate their resources properly, which would further enable them to optimise their objectives and achieve their goals. A number of functions, conveyed in figure 2.2, must be performed whilst scheduling and controlling a production operation. Mass process-type systems, which normally make use of a flow (product) layout where a standard item is produced in high volumes, make use of specialised equipment dedicated to achieve an optimal flow of work throughout the system (Greasly, 2006). Greasly notes that this is very important since all items follow the same sequence of operations. One of the most important objectives of a flow system is to make sure that production is kept at an equal rate in each production that takes place. This could be ensured by making use of the line balancing technique, which makes sure that the output of each production stage is equal and that all resources all fully utilised (Greasly, 2006). 2.3.2 Just-In-Time The Just-In-Time Philosophy The just-in-time philosophy originated from the Japanese auto maker Toyota after Taiichi Ohno came up with the Toyota Production System whose aim was to interface manufacturing more closely with the companys customers and suppliers. This particular philosophy is an approach to manufacturing which seeks to provide the right amount of material when it is required, which in turn leads to the reduction of work-in-progress inventories and aims to maximise productivity within the production process (Singh and Brar, 1991). The authors, Slack, Chambers and Johnston, of Operations Management (2001) defined the JIT philosophy as a disciplined approach to improving overall productivity and elimination of waste. They also state that it provides for the necessary quantity of parts at the right quality, at the right time and place, while using a minimum amount of facilities, equipment, materials and human resources. Thus, put simply the JIT system of production is one based on the philosophy of to tal elimination of waste, which seeks the utmost rationality in the way production is carried out. Bicheno (1991) further states that JIT aims to meet demand instantaneously, with perfect quality and no waste. In order to achieve this, an organisation requires a whole new approach in how it operates. Harrison (1992) identified three important issues as the core of JIT philosophy, namely the elimination of waste, the involvement of everyone and continous improvement. The following is a brief description of these three key issues (adapted from Operations Management by Andrew Greasly, 2006). Eliminate Waste Waste may be defined as any activity which does not add value to the operation. Ohno (1995) and Toyota have identified seven types of waste, which apply in many different types of operations, in both manufacturing and service industries. All of these types of wastes are displayed in figure 2.3 below. The involvement of everyone Organisations that implement a JIT system are able to create a new culture where all employees are encouraged to continously improve by coming up with ideas for improvements and by performing a range of functions. In order to involve employees as much as possible, organisations would have to provide training to staff in a wide range of areas and techniques, such as Statistical Process Control and more general problem solving techniques (Andrew Greasley 2002). Futhermore, Greasly (2002) states that through this philosophy, organisations would be able to get to these ideals of JIT by a continuous stream of improvements over time. The Benefits of Just-In-Time According to Russell and Taylor (2003), after fives years from implementing JIT a number of U.S. manufacturers were able to benefit from 90 percent reductions in manufacturing cycle time, 70 percent reductions in inventory, 50 percent reductions in labour costs, and 80 percent reductions in space requirements. These results are not achieved by each and every organisation that implements a JIT system, however JIT does provide a wide range of benefits, including: Reduced inventory Improved quality Lower costs Reduced space requirements Shorter lead time Increased productivity Greater flexibility Better relations with suppliers Simplified scheduling and control activities Better use of human resources Increased capacity More product variety 2.4 Health and Safety Management The International Labour Organisation (ILO) and the World Health Organisation (WHO) define occupational health as the promotion and maintenance of the highest degree of physical, mental and social well-being of workers in all occupations; the prevention amongst workers of departures from health caused by their working conditions; the protection of workers in their employment from risks resulting from factors adverse to health; and the placing and maintenance of the worker in an occupational environment adapted to his physiological and psychological capabilities. Many countries have introduced legislation which requires employers to manage the health and safety of their employees, and others who might be affected (Waring, 1996). To honour health and safety legislation, organisations have found it necessary to introduce active programmes of accident prevention. The preparation of a properly though-out health and safety policy, which is continously monitored, could dramatically reduce or eliminate injuries and damage to health (Muhlemann, Oakland and Lockyer, 1992). 2.4.1 Responsibilities for Safety All employees in an organisation should be active in creating and maintaining healthy and safe working conditions which are aimed to avoid accidents. Once a health and safety policy is established in an organisation, roles and responsibilities should be allocated within the management structure (Muhlemann, Oakland and Lockyer, 1992). As with other areas such as quality and production within an organisation, health and safety would only be able to progress successfully if all employees are fully co-operative and committed in doing so. A number of organisations have encouraged this total involvement by creating safety representitives, committees, and group discussions whereby all employees in a particular unit meet periodically for discussions about safety (Muhlemann, Oakland and Lockyer, 1992). 2.4.2 Planning for Safety Systematic planning is required to ensure effective planning for health and safety in all workplaces. A health and safety policy should be part of a continous review process which has no tolerance for accidents. This could only take place if the organisation in question adopts a strategy of never-ending improvement (Muhlemann, Oakland and Lockyer, 1992). It should set the scene from the top with regards to top management beliefs, intentions, priorities and requirement from managers and workforce (Waring, 1996). The overall plan should be made up of the basic elements conveyed in figure 2.4 below.

Easter Vigil :: essays research papers

The Easter Vigil is mass in which we commemorate Jesus for his great sufferings. He was crucified on the cross so that we may one day spend all eternity with He and God. Most of the time the service begins around seven o’clock and held inside the Church structure with its people. For symbolic purposes, there is no Holy water; we are instead blessed during the ritual itself in order to memorialize our vows, taken at baptism. When mass initiates all lights have already been turned off, everyone has instead been given a candle. This is then lit when the Pascal candle has been lit. In the beginning, the congregation of the church comes to the altar; they have the candle held sometimes upon there shoulder, and bring it around the church. This is done in my parish where my pastor usually desires to attain the largest candles, and according to the administrator, it is the largest candle in America. While they haul this massive candle throughout the church, the congregation resonate c hants; these are used to praise God and Jesus for his great love for us. When finishing its circumvention, it is brought before the altar. When having reached the altar the candle is placed on a pedestal and ignited. The flames from this candle are then shared with the whole community, first given to the alter servers, which are then shared with everyone else. Afterwards, the ordained read a story from the bible. Then the lights are lit up and we are asked to extinguish the flames of our candles. The priests rise once again and welcome us to the Easter vigil. We confess our sins like every other mass and then recite the litany. The fore mass ends with the opening prayer, or first oration. The liturgy comprises of several readings, most of the time, three. They consist of a medley from the Old Testament, and sometimes from the New Testament usually from the Epistle, which are followed by a chant for the Gospel procession. The gospel is usually from Luke, which has the most complete Resurrection story. In my opinion, I think that readings from Luke’s Gospel of Jesus’ resurrection affect me most. I believe that they are more significant because they enable us to recap what Jesus, and his followers had gone through. It also emphasizes how we can rise just like Christ did.

The Ghost of Christmas Present Christmas has consumed itself. At its conception, it was a fine idea, and I imagine that at one point its execution worked very much as it was intended to. These days, however, its meaning has been perverted; its true purpose ignored and replaced with a purpose imagined by those who merely go through the motions, without actually knowing why they do so. Christmas was originally supposed to be a celebration of the birthday of Jesus Christ. Modern historians suggest that Christ was actually born sometime in April, but that is hardly the point; the point is that a day on which to celebrate his birth and life was needed, and so one was chosen. During the season surrounding this holiday -- especially since it coincided with that of other, similar holidays -- it was thought right to honor Jesus by acting as he did, i.e., in a kind, generous, and forgiving manner. Out of this sprung the custom of giving gifts to loved ones on this holiday. However, as may be expected from our modern society, the custom of giving gifts quickly turned into the practice of exchanging them. If one gives gifts to loved ones at Christmas, the reasoning goes, then those who do not receive gifts from a person are obviously not loved by him/her. So each individual now is required to give a gift to all of his/her friends, or risk communicating to them that s/he no longer loves them -- or perhaps never did! Also, there arises another problem when someone gets a gift from a person to whom they did not give one. The logic here is that the one who gave the gift obviously has a greater love for or places a greater value on the friendship than the one who did not. A decidedly awkward situation arises from this, one can imagine. Gift-giving nowadays is no longer an act of kindness, but rather a political measure, taken to ensure one’s status with one’s acquaintances. While the general feeling of "goodwill towards men" still pervades the season, albeit filtered through television and municipal decorating projects, there is a great tension that precedes the actual Christmas holiday itself. I remember Christmases of my youth as enjoyable times, to be sure, but also as times when it was best to stay clear of my mother, who was inevitably in

‘Everything Grew Larger Than Life in the Steamy Hothouse of Darwin and the People Were No Exception.’ How Important Is Place in This Novel?

Peter Goldsworthy’s Maestro demonstrates the importance of setting in understanding characters such as the protagonists Paul Crabbe and Eduard Keller. Written in a retrospective narrative from Paul Crabbe’s point of view and how the settings of ‘steamy’ Darwin, ‘suburban’ Adelaide and ‘hypocritical’ Vienna affected him. Upon moving from Adelaide to Darwin, Paul immediately falls in love with the ‘city of booze, blow and blasphemy’. Darwin is the backdrop to the sensual addiction Paul develops and feeds his heightened sense as a ‘steamy and lush hothouse’. Totally different from Adelaide, Paul thrives in the new setting, as his character develops. Paul meets Keller, the ‘Maestro’ in Darwin and is fascinated by the first impression Keller leaves upon him. The formal white suit Keller wears contrasts with the Swan, the dark and casual hotel he inhabits, symbolising Keller’s alienation in Darwin. Described by Paul as a ‘type of monastery†¦ a place for atonement’, Darwin and the Swan provide an insight into the Maestro’s character. To Keller, Darwin symbolises the social and cultural isolation he craves as atonement for the crimes he believed he had committed. Keller’s history affects him so deeply he was changed by it, and to Paul he is merely a ‘Nazi. ’ Upon reflecting, Paul found it strange to realise how much he ‘came to love the man, depend on him’ from his first impressions. As a teacher Keller taught Paul incomplete lessons of music and life that Paul comes to regret not appreciating. On Paul’s final night in Darwin he goes to the Swan with the intention of saying goodbye to Keller and then meeting with his girlfriend Rosie. Keller’s acceptance of Paul as an important part of his life is symbolised through the new chair and table he has purchased for Paul, finally ready to share his mysterious history. However, Paul doesn’t realise the confessional for what it was and with ‘the aroused sexual present’ overwhelming the past he leaves behind his broken teacher. Keller’s past and transition in nature from a ‘romantic virtuosos’ to strict teacher is shown through music and his descriptions of Vienna. After the Nazis rose to power, Keller describes the ballroom of Vienna being turned nto ‘the experimental laboratory for the end of the world’ demonstrating that Keller’s own world ended along with his love of Vienna. Keller’s love for his wife Mathilde gave him rubato, and ‘that extra littleness’ that Paul could never achieve. However, it buoyed his arrogance and belief of his own invulnerability which prevented him from real ising the danger his Jewish family were in, in Vienna. To Paul, Vienna represents a European city of culture and music but to Keller it is a reminder of his lost family and regretted choices. Vienna is also the cause of Keller’s mistrust and suspicion of beauty, as he says ‘never trust the beautiful’ is something Paul, as a young and naive man, can’t understand. Keller describes Vienna as a veneer, ‘hiding the hypocrisy within’ in an attempt to teach Paul the lessons he had to learn through awful experiences. Paul and Keller’s natures are contrasted by Goldsworthy in Maestro and their similarity is what causes Keller to endeavour to teach Paul. The confessional that Paul snubbed, a privilege that he failed to realise through selfishness and sensual addiction, was Keller’s explanation and he told Paul this as he called out ‘I tell you this, not for me, but for you. ’ Paul’s rejection of the deep connection he shared with Keller is something he would come to regret as he strove to defy the limits of perfection Keller had shown him. When Paul leaves the setting of Darwin to attend school, he takes an arrogance that let him believe Keller ‘had taught all that was in his power to teach. In comparison to ‘lush’ Darwin, Melbourne and Adelaide are mundane and suburban and perhaps symbolise the direction Paul’s future will take, as he rejected Keller and the incomplete lessons he strove to teach. Paul realises he can’t bridge the tragic gulf between talent and genius in his travels of Europe as he ignored Keller’s advice of ‘a little hurt now, to save a wasted life’. Vienna is a city of culture and music to Paul and the setting is important in understanding how he differs from his mentor, the Maestro. The settings of Goldsworthy’s Maestro are important in understanding the history and context of each character and their actions. The settings are significant in the novel as they contrast the characters to their surroundings and develop meaning such as Keller’s chosen isolation in Darwin. Each place in the novel symbolises differences and similarities and Goldsworthy positions the reader to observe the way the character understands and interacts with their surroundings, be it Darwin, Adelaide, the Swan or Vienna.
